Terms of Reference (ToR) for Consultancy to Conduct a Situational Analysis of Sexual Reproductive Health Rights (SRHR) among women and girls with disabilities in Senegal

Background and Context: Sexual and Reproductive Health Rights (SRHR) are fundamental human rights that ensure individuals can make informed decisions about their reproductive health without discrimination. Women and girls with disabilities often face multiple barriers in accessing SRHR services, including stigma, inadequate healthcare services, and policy gaps. In Senegal, there is limited data on the specific challenges and opportunities related to SRHR for women and girls with disabilities. This study aims to provide an in-depth situational analysis to inform policy and program interventions.

Objectives of the Consultancy:The main objective of the consultancy is to conduct a comprehensive situational analysis of SRHR among women and girls with disabilities in Senegal. Specifically, the consultant will:

 

    • Assess the existing policies, legal frameworks, and programs related to SRHR for women and girls with disabilities in Senegal.

    • Identify key barriers and facilitators to accessing SRHR services, analyzing cultural, social, and economic factors influencing SRHR outcomes.

    • Map key stakeholders, including government bodies, local nonprofits, international agencies, and disability advocacy organizations.

    • Recommend strategies for building sustainable partnerships and alliances to implement programs.

    • Develop a comprehensive strategy for disability-inclusive SRHR work in Senegal, including actionable recommendations for fundraising, advocacy, and capacity building.

Scope of Work: The consultant will carry out the following activities:

1. Situational Analysis

 

    • Assess the current status of SRHR policies, programs, and service delivery in Senegal with a focus on disability inclusion.

    • Identify gaps, challenges, and opportunities in SRHR access for people with disabilities, particularly women and girls with disabilities

    • Analyze legal, social, and cultural barriers that affect SRHR and disability rights.

2. Regional Prioritization

 

    • Conduct an analysis of the various regions in Senegal to identify those regions with the greatest need and potential for impact.

    • Develop a prioritization matrix to recommend 3–5 target regions for initial expansion.

    • Consider factors such as political stability, policy environment, local partnerships, funding opportunities, and disability prevalence.

3. Stakeholder Mapping

 

    • Identify and map key stakeholders in the selected countries, including government ministries, healthcare providers, disability rights organizations, and potential donor agencies.

    • Evaluate opportunities for collaboration and joint programming with local and regional actors.

4. Partnership and Resource Development Strategy

 

    • Develop a strategy for establishing and strengthening partnerships with local organizations, government entities, and international agencies.

    • Identify potential funding sources, including donor agencies, foundations, and bilateral/multilateral institutions.

    • Provide recommendations for capacity building and training to enhance disability inclusion in SRHR services.

5. Comprehensive Expansion Strategy

 

    • Develop a detailed strategic plan for disability-inclusive SRHR programming in Senegal.

    • The strategy should include:

       

        • Short, medium, and long-term goals.

        • Key programmatic areas for intervention.

        • A detailed implementation plan with timelines, resources, and key milestones.

        • A budget estimate for program implementation.

        • A risk assessment and mitigation plan.

    • Provide recommendations for monitoring and evaluation frameworks to assess the impact of programming.

Deliverables: The consultant will provide the following deliverables:

 

    1. Inception Report: Detailed work plan and methodology within the first two weeks of engagement.

    1. Situational Analysis Report: Comprehensive report on the current SRHR and disability inclusion landscape in Senegal, including identified gaps and opportunities.

    1. Regional Prioritization Report: A report identifying 3–5 target regions with a rationale for selection.

    1. Stakeholder Mapping Report: A detailed map of potential partners, stakeholders, and key influencers.

    1. Partnership and Resource Development Strategy: A strategic document outlining how to build partnerships and secure funding for program expansion.

    1. Comprehensive Expansion Strategy: A full strategy document, including an implementation plan, budget, and M&E framework.

    1. Final Presentation: A presentation summarizing the findings and recommendations to the team.

5. Timeline The consultancy is expected to last for a period of three months, with the following indicative timeline:

 

    • Week 1-2: Submission of Inception Report

    • Week 3-6: Situational Analysis Report and Regional Prioritization Report

    • Week 7-9: Stakeholder Mapping Report and Partnership Development Strategy

    • Week 10-12: Comprehensive Engagement Strategy and Final Presentation

6. Qualifications The consultant should have:

Educational Background:

 

    • A postgraduate degree in public health, social sciences, disability studies, or a related field.

Experience:

 

    • At least 7 years of experience in conducting research on SRHR, disability rights, or gender issues, in Africa.

    • Proven experience in disability-inclusive programming and rights-based approaches.

    • Demonstrated expertise in qualitative and quantitative research methodologies.

    • Experience working with local partners, including civil society organizations and disability rights groups.

    • Knowledge of the policy environment in Senegal and of the region's health systems and political environments. 

    • Strong track record in developing strategic partnerships and securing funding from international donors.

Skills:

 

    • Strong research, analytical and strategic planning skills, 

    • Excellent communication skills and writing skills, with the ability to produce high-quality reports.

    • Fluency in both French and English, oral and written is required.

    • Knowledge of local languages is an asset.

    • Strong knowledge of SRHR frameworks, disability rights, and international development policies.

    • Experience in advocacy and capacity building, particularly in resource-limited settings.

Supervision and Reporting: The consultant will report to the Managing Trustee at This Ability Trust and will work closely with the organization’s SRHRplusD teams. Regular progress updates will be required throughout the consultancy period, and feedback will be provided on draft deliverables.

Budget and Payment Schedule: A competitive fee will be offered based on the consultant's qualifications and experience. Payment will be made in installments linked to the submission of deliverables as follows:

 

    • 20% upon approval of the Inception Report

    • 30% upon submission of the Situational Analysis and Regional Prioritization Reports

    • 30% upon submission of the Stakeholder Mapping and Partnership Development Strategy

    • 20% upon submission of the Comprehensive Expansion Strategy and Final Presentation

Selection Criteria: Proposals will be evaluated based on:

 

    • Technical approach (40%) – Understanding of the assignment, methodology, and work plan.

    • Experience and qualifications (30%) – Relevant expertise and track record.

    • Financial proposal (20%) – Cost-effectiveness and feasibility.

    • Previous work samples (10%) – Quality of prior research reports.
