- Background
This Ability Trust is a women-led nonprofit organization advancing the Sexual and Reproductive Health and Rights (SRHR) of women and girls with disabilities in Kenya and across the region. The organization works to strengthen disability-inclusive systems through community-led programming, citizen-generated data, advocacy, technology, and multi-sectoral partnerships.
The Mama Siri Program is a community-rooted initiative led by women with disabilities that provides first-line SRHR, Gender-Based Violence (GBV), psychosocial, legal, and referral support across multiple counties in Kenya. The program combines grassroots leadership, referral coordination, digital systems, and advocacy to strengthen inclusive healthcare and protection systems while amplifying the lived realities of women and girls with disabilities.
As the Mama Siri Program continues to expand across counties and deepen integration with SKILLs (capacity strengthening), PAZA (advocacy and accountability), and data systems including Hesabika and the Citizen Observatory model, there is a need for dedicated operational coordination support to ensure effective implementation, consistency, safeguarding compliance, quality assurance, and timely delivery of program activities.
The Mama Siri Program Officer will support the day-to-day implementation and coordination of Mama Siri activities under the strategic guidance and supervision of the Program Manager.
- Purpose of the Role
The purpose of this role is to support the operational implementation and coordination of the Mama Siri Program across counties by ensuring timely activity follow-up, supporting Mama Siri responders, coordinating trainings and stakeholder engagements, strengthening referral systems, monitoring routine implementation progress, and supporting compliance with safeguarding and organizational standards.
The role is implementation-focused and works under the direct supervision of the Program Manager. The Program Officer does not hold overall program management, budget ownership, donor management, or organizational supervisory authority.
- Objectives
The Mama Siri Program Officer will:
- Support the implementation and operational coordination of Mama Siri activities across program counties in alignment with approved workplans and organizational priorities.
- Support routine engagement, follow-up, and coordination with Mama Siri responders to strengthen quality, consistency, accountability, and timely reporting.
iii. Support implementation of disability-inclusive SRHR, GBV, advocacy, digital literacy, and psychosocial support activities under SKILLs and PAZA programming.
- Support stakeholder engagement, referral coordination, and county-level advocacy activities to strengthen access to health, legal, psychosocial, and protection services for women and girls with disabilities.
- Support routine monitoring, documentation, safeguarding compliance, and reporting processes in collaboration with the Program Manager and Program Data Assistant.
4 Scope of Work and Responsibilities
(i) Mama Siri Program Coordination
- Support day-to-day coordination of Mama Siri program activities across assigned counties.
- Conduct regular operational follow-ups with Mama Siri responders to track implementation progress and emerging needs.
- Facilitate weekly check-ins and routine communication with Mama Siri responders.
- Support adherence to approved workplans, timelines, Standard Operating Procedures (SOPs), and program guidance.
- Escalate operational challenges, safeguarding concerns, and implementation risks to the Program Manager.
- Support coordination of county visits, field activities, and community engagements.
(ii) Program Monitoring and Implementation Support
- Track routine implementation progress against approved activities and deliverables.
- Support collection and submission of routine program reports from Mama Siri responders.
- Follow up on reporting timelines and documentation requirements.
- Support routine verification of activity implementation and supporting documentation.
- Assist with maintaining accurate program records, activity trackers, and engagement logs.
(iii) Collaboration with Program Data Assistant
- Work closely with the Program Data Assistant to support timely reporting and data verification processes.
- Support follow-up on missing or incomplete reports and documentation.
- Assist in dissemination of approved data collection tools, surveys, and reporting templates.
- Support routine data quality improvement processes and documentation accuracy.
- Utilize routine implementation insights to support adaptive programming recommendations.
(iv) Safeguarding, PSEA and Quality Assurance
- Promote adherence to safeguarding, Protection from Sexual Exploitation and Abuse (PSEA), confidentiality, and ethical standards across all activities.
- Support routine monitoring of safe and survivor-centered referral practices.
- Immediately document and escalate safeguarding concerns through designated organizational safeguarding mechanisms.
- Support dissemination and reinforcement of safeguarding protocols among Mama Siri responders and stakeholders.
- Maintain confidentiality and data protection standards in handling sensitive information.
(v) Capacity Strengthening and SKILLs Support
- Support planning and coordination of trainings, webinars, and learning sessions for Mama Siri responders and stakeholders.
- Support logistics coordination including participant communication, scheduling, documentation, and training preparation.
- Assist facilitation teams during trainings where required.
- Support implementation of training activities on:
- Disability-Inclusive SRHR
- GBV Prevention and Response
- Advocacy and Accountability
- Digital Literacy
- Safeguarding and Referral Systems
- Mental Health and Psychosocial Support
(vi) PAZA Advocacy and Stakeholder Engagement Support
- Support operational coordination of county stakeholder forums, roundtables, webinars, and community dialogues.
- Support Mama Siri participation in Technical Working Groups (TWGs), Communities of Practice (CoPs), and referral network engagements.
- Assist with stakeholder communication, scheduling, logistics, and documentation.
- Support maintenance of stakeholder engagement records and referral directories.
(vii) Referral Network Coordination
- Support mapping and updating of referral service providers across program counties.
- Support strengthening of referral linkages across health, legal, psychosocial, and protection services.
- Follow up on referral coordination challenges and escalate gaps requiring management intervention.
- Support documentation of referral pathway updates and emerging service delivery gaps.
(viii) Mental Health and Psychosocial Support Integration
- Support implementation of trauma-informed and client-centered approaches within Mama Siri activities.
- Support identification of psychosocial support needs among Mama Siri responders and clients.
- Assist with coordination of referrals to designated mental health and psychosocial support providers.
- Support implementation of wellness and psychosocial support activities for Mama Siri responders.
- Key Deliverables
The Mama Siri Program Officer shall be responsible for supporting delivery of:
- Weekly operational follow-up summaries and coordination reports
- Monthly implementation progress updates
- County activity and engagement trackers
- Referral network updates and service mapping documentation
- Training coordination reports and participant records
- Stakeholder engagement and advocacy activity documentation
- Routine safeguarding escalation documentation and follow-up records
- Quarterly implementation support summaries
- Program documentation and activity filing support
- Qualifications and Experience
(i) Academic Qualifications
- Bachelor’s degree in Public Health, Community Development, Social Work, Gender Studies, Development Studies, Psychology, Disability Studies, or a related field.
- Additional training in SRHR, safeguarding, mental health, disability inclusion, or project coordination is an added advantage.
(ii) Professional Experience
- Minimum of 3 years’ experience in program coordination, community-based programming, public health, social development, or related work.
- Demonstrated experience working in SRHR, GBV, disability inclusion, mental health, or community development programming.
- Experience supporting frontline community workers, peer educators, or community-based networks.
- Experience coordinating trainings, stakeholder engagements, and field activities.
- Familiarity with referral systems, safeguarding principles, and survivor-centered approaches.
- Experience working with organizations of persons with disabilities or disability-inclusive programming is highly desirable.
(iii) Technical Skills and Competencies
- Understanding of Kenya’s county systems and community engagement structures.
- Knowledge of disability-inclusive SRHR and GBV programming.
- Strong organizational, coordination, and documentation skills.
- Ability to manage multiple priorities and deadlines.
- Good communication and interpersonal skills.
- Ability to maintain confidentiality and professionalism when handling sensitive information.
- Basic understanding of data collection and reporting processes.
- Proficiency in Microsoft Office and digital communication platforms.
- Excellent written and spoken English and Swahili.
- Commitment to gender equality, inclusion, safeguarding, and disability rights.
- Willingness to travel within program counties as required.
- Reporting and Supervision
The Mama Siri Program Officer will report directly to the Program Manager, who retains overall responsibility for strategic program oversight, donor management and reporting, performance management, budget oversight, program design and adaptation, organizational representation, risk and safeguarding oversight, and interdepartmental coordination.

The Program Officer shall not independently conduct safeguarding investigations, approve budgets, make contractual decisions, or represent organizational positions externally without authorization from the Program Manager or senior leadership.
