Terms of Reference (ToR) for Impact Assessment Consultant
Disability-Inclusive Sexual and Reproductive Health and Rights (SRHR) Nonprofit Organization
Background
This Ability Trust is a nonprofit organization committed to advancing disability-inclusive sexual and reproductive health and rights (SRHR). Our programs focus on ensuring equitable access to SRHR services, advocacy, policy influence, and capacity-building for women and girls with disabilities. To assess the effectiveness and impact of our initiatives on a quarterly basis, we seek to engage an Impact Assessment Consultant to conduct periodic impact assessments of our programs.
Purpose and Objectives of the Impact Assessment
The primary purpose of the quarterly impact assessment is to evaluate the effectiveness, efficiency, and sustainability of This Ability’s SRHR programs at regular intervals. The objectives of the assessment include:
- Assessing the extent to which our programs have improved SRHR access and outcomes for women and girls with disabilities on a quarterly basis.
- Identifying strengths, weaknesses, and areas for improvement in program design, implementation, and delivery.
- Evaluating the inclusivity and accessibility of our services for women and girls with disabilities.
- Measuring program sustainability and long-term impact on these communities.
- Providing evidence-based recommendations to enhance program effectiveness and scalability.
Scope of Work
The consultant will be responsible for:
- Conducting quarterly reviews of program documents, reports, and relevant policies.
- Engaging in stakeholder consultations, including beneficiaries (women and girls with disabilities), implementing partners, policymakers, and staff.
- Designing and implementing data collection methodologies (e.g., surveys, focus groups, key informant interviews) on a quarterly basis with a specific focus on the experiences of women and girls with disabilities.
- Analyzing qualitative and quantitative data to assess program impact.
- Identifying best practices and lessons learned from each quarter.
- Providing quarterly impact assessment reports with findings, conclusions, and actionable recommendations.
Methodology
The consultant is expected to use a mixed-methods approach, combining qualitative and quantitative data collection techniques, including:
- Desk review of program documents, policies, and reports.
- Surveys and interviews with women and girls with disabilities and key stakeholders.
- Field visits (where applicable) to assess program implementation.
- Comparative analysis of baseline and post-intervention data collected quarterly.
Deliverables and Timeline
The consultant will be required to deliver the following outputs on a quarterly basis:
- Quarterly Inception Report (Week 1 of each quarter): Outlining methodology, work plan, and key indicators.
- Quarterly Data Collection Report (Week 4 of each quarter): Summary of initial findings from data collection activities.
- Quarterly Draft Impact Assessment Report (Week 6 of each quarter): Preliminary analysis and recommendations.
- Quarterly Final Impact Assessment Report (Week 8 of each quarter): Comprehensive report incorporating feedback and final recommendations.
- Quarterly Presentation of Findings (Week 9 of each quarter): A stakeholder workshop to discuss results and next steps.
Consultant Qualifications and Experience
The ideal consultant should possess:
- Advanced degree in public health, social sciences, monitoring & evaluation, or a related field.
- At least 5-7 years of experience in impact evaluation and assessments, preferably in SRHR and disability inclusion.
- Proven experience conducting qualitative and quantitative research.
- Strong knowledge of disability-inclusive development and rights-based approaches, particularly as they relate to women and girls with disabilities.
- Excellent analytical, communication, and report-writing skills.
- Familiarity with ethical considerations in disability-inclusive research, with a gender-sensitive approach.

Evaluation Criteria
Proposals will be evaluated based on the following criteria:
- Technical approach and understanding of the assignment (40%)
- Relevant experience and qualifications (30%)
- Financial proposal (20%)
- Feasibility of the proposed timeline (10%)
Terms of Payment
Payment will be made in four installments per year:
- 25% upon submission of the first quarterly inception report.
- 25% upon submission of the second quarterly report.
- 25% upon submission of the third quarterly report.
- 25% upon submission and acceptance of the final annual impact assessment report.
